Indonesia to Delay Implementation of Halal Certification and Labelling Requirements

On October 16, 2026, the Government of Indonesia announced a two-year postponement of the enforcement of mandatory halal certification and labelling requirements for imported food and beverage products.

Implementation, which was previously scheduled to take effect on October 17, 2026, has been deferred until October 17, 2028.

This change relates to the implementation of Halal Products Assurance Law No. 33 and associated provisions under Government Regulation 42/2024 on Halal Product Assurance Implementation, which entered into force on October 17, 2024. The amended regulation was issued in Bahasa Indonesia.

In addition, Indonesia has revoked BPJPH Regulation Number 4 of 2026 concerning Ensuring the Suitability of Foreign Halal Products Entering Indonesian Territory effectively withdrawing the proposed regulation seeking to conduct pre-shipment inspections of products subject to halal certification prior to export to Indonesia.

For additional information regarding halal certification requirements for exports to Indonesia, we continue to recommend that Canadian exporters consult Canadian halal certification bodies accredited by the Government of Indonesia (Islamic Food and Nutrition Council of Canada, Halal Montreal Certification Authority, Muslim Consumer Council of Canada) as these organizations are best positioned to provide guidance on certification processes and requirements.

We also encourage exporters to work closely with their Indonesian importer(s) to confirm all applicable import requirements and documentation prior to shipment.
