On March 18, 2024, the United States (U.S.) government published a final rule on its voluntary “Product of USA” (VPUSA) labelling requirements for meat, poultry, and egg products. Enforcement will begin on January 1, 2026.
On December 10, 2025, the United States Department of Agriculture (USDA) published additional guidance on the VPUSA final rule including, but not limited to, providing clarity on:
- Key definitions in the final rule;
- Eligibility of certain ingredients and sub-ingredients; and
- Which label claims (e.g. “Product of USA”, “Product of USA and Canada”, “Product of North America”, etc.) and images (e.g. US flag, State flag, state outlines, etc.) will be allowed under the final rule and whether additional qualifying statements will be required.
