This is a reminder of the upcoming entry into force of Indonesia’s mandatory halal certification and labelling requirements under Government Regulation No. 42/2024 on October 17, 2026. As an import requirement, products captured under the scope of the regulation that do not comply with halal certification and labelling requirements may be denied access to the Indonesian market. As such, we strongly encourage Canadian agri-food and seafood exporters to work proactively with their Indonesian import partners to prepare for compliance to avoid potential delays and trade disruptions.
To support your planning, below is the draft list of HS codes of products that fall under the scope of the regulation. In addition to the products captured in the draft list, genetically modified products (e.g. soybeans), food supplements and traditional medicines will require mandatory halal certification as of October 17, 2026.
In 2024, Indonesia’s Halal Product Assurance Agency (BPJPH) officially accredited the Islamic Food and Nutrition Council of Canada (IFANCC) and the Halal Montreal Certification Authority (HMCA) as recognized foreign halal certifiers. Both IFANCC and HMCA are authorized to issue halal certificates that are recognized by Indonesia for the following scope of competencies:

For additional information about the halal certification process we continue to recommend that you contact the above Canadian halal certification bodies directly, as they will be best positioned to answer your questions. We also encourage you to work with your Indonesian import partners to confirm all relevant import requirements, including registration of halal-certified products, and necessary documentation that are applicable to your products prior to export.
