Indonesia WTO Notifications on Halal Product Assurance Requirements – Request for Comments

Indonesia’s mandatory halal certification and labelling requirements under Government Regulation No. 42/2024 are scheduled to enter into force on October 17, 2026.

In addition, Indonesia has submitted 3 notifications to the World Trade Organization (WTO) regarding proposed regulations related to its halal product assurance framework.

  • G/TBT/N/IDN/188: Procedures for ongoing oversight of halal-certified products, including reporting obligations, audits, product consistency assessments, and the issuance of halal consistency certificates.
  • G/TBT/N/IDN/189: Requirements and procedures for updating halal certificates following changes to ingredients, production processes, product development, production facilities, or trademarks.
  • G/TBT/N/IDN/190: Verification and conformity assessment requirements for foreign halal products, including pre-shipment inspections, documentation requirements, and the issuance of a Halal Product Assurance Report.

You are kindly requested to review these documents and advise Agriculture and Agri-Food Canada’s Market Access Secretariat of any concerns or potential challenges you may foresee in meeting the proposed requirements.
